Who decides which city becomes the European Capital of Democracy?

A renowned jury made up of experts and practitioners in the field of academia, civil society, arts, and business evaluates the applications and compiles a shortlist of up to five outstanding contenders.

Then, up to 4,000 Citizen Jurors from all Council of Europe member states select a European Capital of Democracy every year.
